Results from the BeWater project in Rmel river basin, were shared with a range of stakeholders and the wider public,  through a publicity campaign which took place between September 2016 and March 2017.

The Rmel mobile exhibition was held in the ecological museum in Zaghouan during the month of September 2016. This exhibtion targeted the wider public, aiming to increase their awareness on water sector issues in Tunisia and show the added value of the BeWater project.

Collaboration between science and society has led to the publication of a handbook documenting the participatory approach used in developing adaptive management plans for river basins.

The handbook, a product of three years' collaborative work during the EU-funded BeWater Project, describes the BeWater approach, which brought together experts, practitioners, policy makers and citizens to plan for adaptation to global change in four Mediterranean river basins.

The step-by-step guide facilitates replication and modification of the approach by other basins that wish to undertake a scientific participatory process to increase river basin resilience. The handbook is also intended to support environmental decision-making processes in other fields and sectors.

“Citizen participation at work: Experiences from the BeWater project” is a new article by Dr. Annelies Broekman and Ms. Anabel Sánchez reflecting on the BeWater approach to involve society in river basin adaptation planning in four river basins.

The article reflects on the experiences gained within the project on how citizens from around the Mediterranean have participated in adaptation planning for the management of their local river basin in response to global change. The article highlights that the approach was met with enthusiasm by local stakeholders and enhanced mutual learning between science and society.

BeWater recently concluded its involvement with the Tunisian youth in the Rmel River Basin and the Zaghouan Region. This was a youth initiative jointly developed with the Global Water Partnership’s “Youth for Water and Climate” since mid 2015, to raise the Tunisian youth’s voice with regards to water resources management and climate change adaptation, both at national and international level.

A closing event was held for the youth initiative consisting of two successive workshops on 12 and 19 November 2016. The idea behind the event was to familiarize the participating youth representatives with a) the water management options and the River Basin Adaptation Plan developed for the Rmel Case Study within the BeWater Project and b) the Sustainable Development Goals (SDGs) - particularly those linked to water security, and experiences on their implementation.

Le changement climatique conduira à une diminution des précipitations et une augmentation de la température, d’où une occurrence d'années sèches extrêmes de plus en plus importante dans le bassin versant Rmel. Ces impacts, conjugués avec l'augmentation prévue de la demande en eau pour l'irrigation, l'eau potable, le tourisme et l'industrie, représentent des défis importants pour la gestion future du bassin en question. Un plan d’adaptation est en cours d'élaboration par les scientifiques, les développeurs et la communauté civile. Ce plan permet d’adapter la gestion des ressources en eaux à travers le bassin versant Rmel tout en considérant les changements globaux dans l'avenir.

Lors d'un atelier qui a eu lieu le 7 Avril à Tunis, 31 participants ont discuté la façon dont les options de gestion pourraient être mises en œuvre dans un plan d'adaptation pour faire face aux défis relatifs au changement climatique et d'autres pressions au niveau du bassin versant  Rmel. L'atelier a examiné comment les 19 options de gestion de l'eau préalablement identifiées dans les ateliers précédents peuvent être combinées et s'il existe des synergies potentielles et des conflits entre eux, ainsi que leur mise en œuvre dans la pratique. Les participants à l'atelier ont identifié et discuté, également, les synergies et les conflits entre les différentes mesures proposées.

من المتوقع أن يؤدي تغير المناخ إلى انخفاض في معدلات تساقط الأمطار وارتفاع درجات الحرارة مما سوف يزيد في نسبة تردد سنوات الجفاف في الحوض المائي "رمل" بزغوان. و هذا فضلا عن الزيادة المتوقعة في استخدام مياه الري ومياه الشرب و التحديات الرئيسية المستقبلية في حوض "رمل". و حاليا، فإن مجموعة من الباحثين و أخرى من المجتمع المدني هم بصدد وضع خطة لإيجاد طريقة تكييَف ناجعة للتصرف في الموارد المائية خاصة و الطبيعية عامة في إطار حوض "رمل" في خضم الظروف المستقبلية.

خلال ورشة العمل التي عقدت بتاريخ 7 أفريل 2016 في تونس، ناقش 31 مشاركا كيفية تنفيذ خيارات التصرف في الموارد الطبيعية و المياه و خطة تكيف لمواجهة تحديات تغير المناخ والضغوطات الأخرى على الحوض المائي "رمل". تضمنت الورشة جلسات تفاعلية لتحديد مدى نجاعة الخيارات المحددة في حلقات العمل السابقة و ذلك لتحديد أوجه التكامل و التعارض فيما بينها. بالإضافة إلى ذلك،  تمت دراسة إمكانية تنفيذ هذه الخيارات على أرض الواقع.

BeWater is continuing its involvement with the Tunisian youth in the Rmel river basin and the Zaghouan region, to strengthen their role in water resources management and climate change adaptation. To achieve maximum added value, BeWater linked up with the Global Water Partnership’s “Youth for Water and Climate”, another initiative wishing to raise the youth’s voice on the international level, organising interventions at UNFCC COP21 and 22, MEDCOP 21 and 22 etc.

Following the recommendations from the national consultation workshop held in July 2015, the Global Water Partnership – Mediterranean (GWP-Med) that runs the BeWater youth initiative developed an action plan for a stronger youth engagement in water resources management. The action plan contains two main activity pillars: i) training activities addressed to youth NGOs to enhance their capacities; and ii) awareness raising activities aimed at civil society, on the youth’s potential to contribute to a more sustainable water resources management.

The action plan’s implementation started with a national capacity building workshop targeting youth NGO stakeholders active in water resources management in November 2015, with the objective to raise their capacity to address the challenge of sustainable water resources management under climate change constraints; in specific, to mobilize them in the planning and implementation of an awareness raising campaign. This effort led to the ÔVI campaign (eau=vie/water=life) during February and March 2016, a national campaign in Tunisian primary schools for awareness raising on water scarcity and the importance of water saving. Apart from guidance provided by GWP-Med and coordination by the NGO “International Lions Club”, the events were organised by the respective NGOs.

Climate change is expected to lead to decreasing precipitation, increasing temperature and occurrences of extreme dry years in the Rmel river basin. These impacts, together with an expected increase in the use of water for irrigation, drinking water, tourism, and industry, represent important challenges for the future management of the river basin. A plan is now being developed by citizens and scientists on how to adapt the management of the Rmel river basin to these changing conditions in the future.

During a workshop on April 7th in Tunis, 31 participants discussed how management options could be implemented in an adaptation plan to address the challenges of climate change and other pressures on the Rmel river basin. The workshop explored how 19 water management measures identified in previous workshops can be combined and whether there are potential synergies and conflicts between them, as well as their implementation in practice. The participants of the workshop identified and discussed potential synergies and conflicts between the different suggested measures.

Le premier document résumant la politique du projet BeWater, met en évidence aussi bien la nécessité de développer des plans d'adaptation à l’échelle des bassins versants faisant face aux changements climatiques que le rôle des acteurs locaux à élaborer des stratégies d'adaptation réussies. Ce document est disponible pour téléchargement en Anglais, Catalan, Français, Arabe et Slovène.

Dans la région méditerranéenne, la disponibilité des ressources en eau est susceptible d’être gravement touchée par le changement climatique. La diminution résultante du volume d’eau doit être considérée pour assurer un approvisionnement durable et une utilisation efficiente des ressources en eau dans l'avenir. Actuellement, les initiatives relatives à la gestion de l'eau ne donnent pas suffisamment d'importance au changement climatique à l’échelle des bassins versants.

Le projet BeWater essaie de combler cette lacune et d'élaborer des plans d'adaptation qui répondent pro-activement aux défis mondiaux. Ces défis, sont liés à la gestion de l'eau au niveau du bassin versant tout en considérant le dialogue entre la science et la société. En effet, le premier résumé de la politique du projet BeWater, met l'accent sur le rôle des acteurs locaux permettant de développer des stratégies d'adaptation faisables et acceptables à travers les politiques sectorielles.

سلط أول موجز لسياسة مشروع BeWater الضوء على الحاجة لتطوير خطط التكيف في الأحواض المائية  للتعامل مع تغير المناخ من جهة، و أكد على دور أصحاب المصلحة المحليين لدعم الاستراتيجيات الناجعة من جهة أخرى. وهذا الموجز متاح للتحميل  باللغة الإنجليزية، الكاتالانية، الفرنسية، العربية، والسلوفينية.

من المتوقع أن تتأثر موارد المياه بشدة من جراء تغير المناخ في منطقة البحر الأبيض المتوسط. كما ان  انخفاض الناتج في إمدادات المياه يستدعي إعادة النظر وذلك لضمان استدامة الاستعمال و توفير خدمات ذات جودة عالية بالنسبة للموارد في المستقبل. ان المبادرات الحالية للتصرف في المياه لا تعطي الاهمية الكافية  إلى تغير المناخ على مستوى الأحواض المائية.

يحاول مشروع BeWater  تقليص هذه الفجوة و ذلك بوضع خطط التكيف مع استباقية الرد على التحديات العالمية المتعلقة بالمياه على مستوى  الاحواض المائية من خلال الحوار بين العلم والمجتمع.  و في الختام إن أول موجز لسياسة مشروع BeWater يسلط الضوء على دور أصحاب المصلحة المحليين في تطوير استراتيجيات التكيف الناجحة، والتي يجب أن تكون قابلة للتطبيق في مختلف السياسات القطاعية.

يؤثر التغير المناخي والضغوطات الطبيعية الأخرى على البيئة والموارد المائية في الحوض المائي"رمل". لذلك تستدعي هذه الوضعية الحاجة إلى التفكير في خطط التكيف للتصرف  في الأحواض المائية و مواردها  مواكبة للاحتياجات  المستقبلية.

يشارك باحثون من المعهد الوطني للبحوث في الهندسة الريفية، المياه والغابات (INRGREF) في مشروع BeWater من خلال تنظيم العديد من ورشات العمل لمناقشة التصرف في الموارد المائية في إطار التأقلم مع التغيرات العالمية للحوض المائي"رمل". في ورشة العمل الأولى، وضع المشاركون التحديات المتعلقة  بالتصرف في المياه والخيارات الممكنة لمواجهة هذه الصعوبات. في ورشة العمل الثانية، تم تنقيح وتقييم قائمة الخيارات التي تعد 19 خيارا. و كانت الخيارات المفضلة كالأتي : تدعيم تقنيات المحافظة على المياه والتربة الحالية ،استخدام تقنيات توفير المياه  وحملات التوعية والتكوين المتعلقة  بالتصرف  في الموارد الطبيعية

Les changements climatiques ainsi que d'autres pressions affectent aussi bien l'environnement que les ressources en eau dans le bassin versant Rmel. Les plans d’adaptation sont nécessaires pour spécifier la gestion des bassins versants et leurs ressources en eau aux conditions futures.

Des scientifiques de l'Institut National de Recherches en Génie Rural, Eaux et Forêts (INRGREF) sont impliqués dans le projet BeWater. Ils ont organisé plusieurs ateliers pour discuter la gestion de ressources en eau dans le contexte du changement global pour le bassin versant Rmel. Dans un deuxième atelier, les participants ont identifié les défis liés à la gestion de l'eau et ont discuté des options pour faire face à ces défis. Dans un deuxième atelier et une consultation, 19 options ont été affinées et évaluées. Les options de gestion préférées étaient comme suit : Consolidation des techniques de conservation des eaux et du sol existantes, utilisation des techniques d’économie d’eau dans le secteur agricole, organisation de campagnes de sensibilisation et de formation sur la gestion des ressources naturelles.

Upon finalisation of the campaign ÔVI (eau=vie / water=life) that has been running throughout February and March in primary schools around Tunisia to raise awareness on water scarcity and the importance of water saving, the Global Water Partnership - Mediterranean (GWP-Med) celebrated the World Water Day by organising a workshop on “Water, Youth and Employment” on Saturday, 19 March 2016, in Hammamet.

The workshop, as well as the whole campaign itself, have been held in cooperation with the partner organisation International Association of Lions Clubs, within the framework of GWP’s “Youth for Water and Climate” Initiative, the BeWater Project and their joint efforts in raising the Tunisian youth's voice on water resources management.
